Here is an update: as of Tuesday, August 11, Santa Clara County, Santa Rosa (city) and Sonoma County have joined other Bay Area counties imposing fines on people who do not wear face coverings/masks and violating the health order regarding COVID-19. How much? $100 for the first offense, $200 for the second offense and $500 for a third within a calendar year.
